Cut 20 gauge wire into 9" sections.   Wrap each piece of wire into a criss-cross on the bottom of the votive cup and tape the wire down.  Bend the ends of the wire over the rim.   Twist one end of 28 gauge wire around the base wire and wrap wire around the votive cup in a random pattern, tightening the wire around each base wire as you go.   Open the jump rings and string on the bead.  Place each bead around the votive in a random pattern and close the jump rings.   Remove the tape from the bottom of the votive cup.
